The major objective of the Public Finance Program is to provide students with the conceptual understanding and technical competence to become leaders in taxation and customs. The curriculum is designed for government officials from developing countries worldwide who are currently working in tax or customs administration or equivalent departments. In accordance with their background, students in this Program specialize in either tax or customs policy and administration. The Program provides rigorous academic training aimed at developing an understanding of the theoretical, empirical, and institutional aspects of tax and customs administration. Administrative aspects and reforms in the field of taxation and customs are studied and linked to developing countries’ economic and social development.

A practicum at the National Tax Administration (NTA) or the Customs Training Institute (CTI) provides an opportunity for students to enhance their learning with hands-on experience in a tax/customs-related work environment and to integrate this experience with their formal education. Scholarships are provided by the joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP) and the World Customs Organization.

Scholarships:

a) Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP)
b) Japan - World Customs Organization (Japan - WCO) Human Resource Development Program

Target Groups:

a) For JJ/WBGSP scholarships: government officials of World Bank borrowing countries with quality work experience of at least three years in the field of tax policy and administration in their home countries.
b) For Japan-WCO scholarships: government officials of developing countries - mainly in the Asia-Pacific region - with quality work experience of at least two years in customs-related fields in their home countries. The Secretary General of the WCO invites nominations every year from WCO member customs administrations. The candidates must be chosen and nominated by one of these customs administrations.

Age Limit:

a) For JJ/WBGSP scholarships: between the ages of 25 and 45 years as of April 1, 2009
b) For Japan-WCO scholarships: preferably below 35 years of age as of April 1, 2009

English Language Requirements:

TOEFL score: iBT 79 (CBT 213, PBT 550)
IELTS score: 6.0

Eligible Countries:

a) For JJ/WBGSP scholarships: World Bank borrowing countries
b) For Japan-WCO scholarships: developing countries, mainly in the Asia-Pacific region
